Study on the introduction of a "climate/energy" label for vehicles in New Caledonia

On August 16, 2023, the Congress of New Caledonia adopted, the deliberation N°332/2023 updating the schéma pour la transition énergétique(STENC). This STENC sets the objective of reducing New Caledonia's greenhouse gas emissions by at least 70% by 2035 compared to 2019. It sets as its second sectoral objective to "Develop decarbonized mobility for individuals and professionals in order to reduce emissions from the transport sector".

The aim of this GO facility is to study the feasibility and design of a "climate/energy label" for vehicles in New Caledonia, which would give each vehicle a score (e.g. between 1 and 5, or between A and E) taking into account various parameters such as its fuel consumption level (liters/100km) and CO2 emission rate (gCO2/km). This label would improve knowledge of the ecological impact of vehicles, and could be used as a benchmark for the implementation of incentive-based public policies. The study would be divided into several phases: taking stock of the main similar initiatives existing in other comparable locations, identifying their characteristics and components, and drawing conclusions that would serve as a basis for defining the Caledonian label.

The mission is structured around six activities:
- Benchmark of existing labeling frameworks around the world;
- Study of the feasibility of integrating air pollutant data into the label
- .
- Study of the feasibility of integrating greenhouse gas emissions over the vehicle life cycle;
- Prefiguration of a website backed by the labeling system;
- Proposal of a climate/energy label adapted to New Caledonia;
- Implementation of a computerized tool for automatic label edition, intended for professionals in the automotive sector.
In the long term, this facility will enable a referencing of existing energy performance labels in the countries of origin of vehicles distributed in New Caledonia, as well as the formulation of recommendations for the establishment of a "climate/energy" label adapted to New Caledonia, in order to effectively deploy this tool.
